Change Owner in Depot Repair Form Does Not Reactive Expired Account (Doc ID 2232066.1)

Instance is shipped out to Party A Account A then return for credit to company.  Owner party is updated to internal party and owner account is expired.

Create service request and repair order to ship out this instance to same customer party A and account A.  In service request form navigate to Tools > Click Change
Ownership > Save. Find the owner to change to PartyA but account is not reactive

If ship this instance out, the OM shipment transaction will fail in IB interface with null error message.
