While testing the implementation of custom Help entries via the Help Administration forms under System Administration, attempts to add entries to the help root menu fail.

Downloaded the file 'HelpIndex.htm' (attached to iSuppplier application) from System Administrator -> Help Administrator -> Help Download Utility as this is the first HTML file seen when clicking on help in iSupplier pages.

Made some minor changes and tested uploading it with custom level set to 10, but the system did not allow the upload.

Then changed the custom level greater than 100 and tried uploading, and the file uploaded but the changes did not take effect.

Upload failed for - PO00001000.htm. Reason: Document title not found /xx_xxx_path/PO00001000.htm..

The issue can be reproduced at will with the following steps:
1. System Administrator -> Help Administrator -> Help Download Utility.
2. Select HTML file associated with iHelp in application pages.
3. Make changes to it.
4. Upload it back with custom level set to 10, and confirm the system does not allow the upload.

The issue has the following business impact:
Due to this issue, unable to upload custom Help Content.
