Instance Detail Link Under Tools Menu Is Disabled When Order Line Is In Closed Status

When attempting to view Instance Detail from Order Management Installation Details form when the line is closed. The instance details link is not enabled.

The instance details link should be available irrespective of line status.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigation : Order, Returns > Sales Orders > Query Order > Navigate to Sales Orders form > Line Items Tab
3. Click on CLOSED Line which is associated to item instance details.
4. Click on Actions button > select Installation Details from drop down menu
5. Select Item Instance line > Click on Tools > Instance Details it is disabled.
