Profile "Service: Restrict Bill-to And Ship-to Parties" Value Not Considered in Charges (Doc ID 2233780.1)

Symptoms

On : 12.2.5 version, Party and account merge

Actual Behavior

The profile "Service: Restrict Bill-to and Ship-to Parties" in Charges was set
to 'Allow all active parties', but LOV doesn't show all parties in the Bill-To LOV entries. The value set for this profile is not being considered.

Expected Behavior

The profile "Service: Restrict Bill-to and Ship-to Parties" value should be considered while displaying bill-to results.

Steps to Reproduce

1. Navigate to Service (R) -> Others -> Profile System Values.
    Choose the profile option: Service: Restrict Bill-to and Ship-to Parties in Charges
    Set : 'Allow all active parties' from the LOV (List of Values)

2. (R) Service -> Create Service Requests
   Create a New SR
   Navigate to Charges Tab and under Bill To/Ship To subtabs, Click on
   Bill-To party or Ship-To party LOV and check the results
   Only related and SR customer party is displaying and not showing all the active parties.
