Symptoms

An Order Releases is planned onto a Shipment. When a user makes a change to the Order Releases, some of the changes are being propagated to the shipment, but not all changes.

All changes were expected to be propagated due to the configured and active agent action: ORDER RELEASE - MOD - PROPAGATE CHANGES

For Example, when the "Declared Value" is changed, this is not propagated to the shipment.
