Unable to Enter COBRA Employees Who Were Termed in Prior Years on the COBRA Details Page

When searching for a terminated employee on the COBRA Details page, the employee number cannot be found.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Go to responsibility US Super HRMS Manager.
2. Navigate to Total Compensation > Affordable Care Act > COBRA(External to EBS)
3. Select 2016 for Year ACA Fulltime value.
4. Attempt to search for the terminated employee by EmployeeNumber.
