FV DACT: Performance Issue identified after <Patch 24422526>
Performance: File C is not completing for 2 of our biggest agencies. Looks like the outer loop returns 500k rows and the inner loop is querying dact_PBV that many times.
Sometimes when running the Federal File Creation Process, to generate DACT File C, the spawned program 'Data Act File C Balances Report' is failing with the following error:

oracle.apps.fnd.cp.opp.PostProcessorException: oracle.apps.fnd.cp.opp.PostProcessorException: oracle.apps.xdo.XDOException: Not enough rendering area. Please look into the incomplete output file for cause.
Concurrent output and log from this program, as well as OPP manager log, are attached.
EXPECTED BEHAVIOR

File C is should complete in a reasonable time without any errors.
