Concurrent Program is running for long time due to hanging VNC

On E-Business Suite 12.1.3, intermittently (3 to 4 times), the VNC display server hangs and the concurrent program fails with the following request log file error message:
""REP-3000: Internal error starting Oracle Toolkit.
MSG-00121: :p_reporting_entity_id: 119
MSG-00109: P_ORG_WHERE_PARAM AND NVL(PARAM.ORG_ID, :p_reporting_entity_id ) = :p_reporting_entity_id
MSG-00109: lp_customer_source and 1=1
REP-3000: Internal error starting Oracle Toolkit.
REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
REP-3000: Internal error starting Oracle Toolkit."
