Removing 'Proposed Job' from Worksheet Retains Auto-Populated 'Proposed Grade' (Doc ID 2235903.1)

Symptoms

ACTUAL BEHAVIOR  
---------------
If Proposed Job is given, saved, and then removed, the grade for that proposed job is still updated on assignment

EXPECTED BEHAVIOR
-----------------------
If proposed job is removed, the grade should not be updated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Before posting the allocations;
2. People -> Enter and Maintain
3. Query employee
4. Person is currently at Grade X
5. Switch to 'Compensation Workbench for Administrators' responsibility
6. Switch to a Manager -> Administrative Plan -> Allocate Compensation
7. Allocation Done for the employee including a new 'Proposed Job', save record
8. Manager changes mind and removes proposed job title
9. Save
10. Run Post-Process for the Employee and post process updated the grade at the assignment level even though there is no change in proposed title
