On : 12.1.3 version and higher, Pricing Engine

ACTUAL BEHAVIOR
---------------
Modifier for an item with limits (basis = Item qty) across all transactions....applies on orders, BUT only the first order's qty is showing as consumed


EXPECTED BEHAVIOR
-----------------------
Expect to see the consumed on all the orders where promotional limit modifier applied

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Order Management Super User
Orders, Returns > Sales Orders
enter several orders for the item and receive the promotional limits modifier

Oracle Pricing Manager
Modifiers > Modifier Setup
Pull up the Modifier
Limits button
You will see only first order's qty is showing as consumer
