Enterprise Asset Management OAF Pages Throw Error "JBO-27022: Failed to load value at index XX" or "Could not load application module 'oracle.apps.eam...." (Doc ID 2236370.1)

Symptoms

When trying to open different EAM self service pages, the following error is observed

oracle.apps.fnd.framework.OAException: oracle.jbo.AttributeLoadException: JBO-27022: Failed to load value at index XX with java object of type java.lang.String due to java.sql.SQLException.
oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.eam.XXXXXXXXX'.

oracle.adf.mds.exception.MDSRuntimeException: Unable to find component with absolute reference = /oracle/apps/eam/workorder/webui/EAM_EW_START_PAGE, XML Path = {1}. Please verify that the reference is valid and the definition of the component exists either on the File System or in the MDS Repository. <Line 2, Column 1>: XML-20108: (Fatal Error) Start of root element expected.

at oracle.adf.mds.internal.MetadataManagerBase.getUserCustomizationData(MetadataManagerBase.java:250

The issue can be reproduced with below steps:
1. open Maintenance Super User responsibility
2. open Work Order tab and perform a search or open a work order page details
3. observe the error

 

Example for the error in different EAM pages

oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.eam.workorder.server.EasyWorkOrderSearchAM'.
oracle.apps.fnd.framework.OAException: Could not load application module 'oracle.apps.eam.home.server.EamHomePageAM'.
