Contract QA Check Fails when Activating any Contract Having Related Customers

On : 12.2.4 version, QA Related

When attempting to Check QA for any contract having related customers,
the following error occurs.

Please enter valid billing contacts

The issue can be reproduced at will with the following steps:
1. Open the contract in QA Hold status

2. Tools > Check QA > Error message pops up
