ACTUAL BEHAVIOR
---------------
Global Blanket Purchase Agreement (GBPA) is allowing amount release via standard purchase orders to be greater than the amount agreed on the GBPA.
EXPECTED BEHAVIOR
-----------------------
Expect the sum of the releases to not exceed the amount agreed on the GBPA.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Global Blanket Purchase Agreement # 214201583 with amount agreed = 7,607,750.00
2. Create releases via Buyers Work Center
