"Information Provided" Approval Action Disappeared If The Requestee Has Performed Edit Requisition (Doc ID 2237996.1)

AME Notification action History is not showing the answer provided by request
when approver request for more information and the responder provides the information

The issue can be reproduced at will with the following steps:
1. Requester creates Requisition and click on approve.
2. Approver receives the notification and click on Request for more
3. Requester modifies the requisition details using 'Edit Requisition' and
then send for approval again by providing answer.
4. Approver receives the notification in which answer is not being shown in
action history.

Requisition is created by A with approvers: A (self approve by client's business requirement) > B > C.

Approvers is generated by AME rule and OU has encumbrance accounting enabled.

PR action history is performed below:
A (Submit) ->
A (Approve) ->
B (Request information to A) ->
A (Edit Requisition) ->
A (Information provided) ->
B (Pending)

The expected approval history shown in the notification should be:
A [Reserve]
A [Submitted]
A [Approve]
B [Information Requested] - "Request message xxxxxxxxxx"
A [Unreserve]
A [Information Provided] - "Replied message xxxxxxxxxxxxxxx"
A [Reserve]
B [Pending]

The actual behaviour is: (Information provided action is missed)
A [Reserve]
A [Submitted]
A [Approve]
B [Information Requested] - "Request message xxxxxxxxxx"
A [Unreserve]
A [Reserve]
B [Pending]

not able to observe the replied information and thus no way to judge the PR should be approved or not.
