Stuck Pending Transactions from Closed or Cancelled Orders

Item availability is in conflict with on-hand

Customer expects to clear these records, removing them from Pending Transactions.

- or -

Customer expects to have the item available from the on-hand. 

The issue can be reproduced at will with the following steps:
1. Navigate to Inventory > Transactions > Pending Transactions
2. Select the organization, item, and date range
3. Click Find
4. Note the transactions in the Pending Transactions form (INVTVTMP)
