When the administrator attempts to change a username the following error is received:

ORA-31211: DBMS_LDAP: PL/SQL - Invalid LDAP entry

ORA-20001: Unable to call fnd_ldap_wrapper.change_user_name due to the following reason:
An unexpected error occurred. Please contact your System Administrator

Changes

Created a local user and then attempted to change the username in EBS environment integrated with OID.
