Newly Created Billing Types Are Not Showing In Service Activities Form

Symptoms

ACTUAL BEHAVIOR
----------------------
Added the new lookup code for the lookup type MTL_SERVICE_BILLABLE_FLAG and also added the same under Billing Type Attributes.
But in "Service Activities and Billing Types" form the newly created lookup code is not showing up in Name field LOV under 'Billing Type' block.

EXPECTED BEHAVIOR

The newly created lookup code should display in Name field LOV.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Navigate to (R) Service -> setup -> customer support lookup. Query for the lookup type MTL_SERVICE_BILLABLE_FLAG.
Add the new lookup code.

2) Navigate to (R) Service -> Setup -> Charges -> Billing Type Attributes.
Assigned the newly created billing type and clicked on Apply.

3) Navigate to (R) Service -> Setup -> Install base -> Transaction Billing type. In the Billing Type block, clicked on the LOV of the Name field.
The newly created billing type is not showing in the LOV results.
