When attempting to apply <patch 21631564>:R12.ICX.D,
the following error occurs.

  Error loading seed data for AME_ATTRIBUTE_USAGES: ATTRIBUTE_NAME = JOB_LEVEL_NON_DEFAULT_STARTING_POINT_PERSON_ID, APPLICATION_NAME = Purchase Requisition Approval, ORA-00001: unique constraint (HR.AME_ATTRIBUTE_USAGES_UK1) violated
