Rehire Search Performance Issue and No Results Found

When attempting to search an ex-employee using the Applicant Hire and Rehire function and only using the Last Name, the page times out and
the following error occurs.
Make sure the web address https://example.example.com is correct
Look for this page with your search engine
Refresh the page in a few minutes.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
Responsibility: Manager Self-Service
- Navigate: Applicant Hire and Rehire
- Enter Last Name of ex-employee
- Click Go
