What Effect to Run oe_msg_pub.Initialize of API in Same Session? (Doc ID 2240132.1)

Goal

When API run in same session, then x_msg_data x_msg_count value is remained.
So that want to initialize before run API in session. But there are run API in same session.
Is There Effect to run oe_msg_pub.Initialize for only run API in Session? Or initiate other API in same session?
