Year End Patch causes Duplicate Plans in Self-Service > Benefits.

EXPECTED BEHAVIOR

No Duplicate Plans should be displayed in Self-Service > Benefits.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Update Benefits in Self-Service.
