Estimated Landed Cost is updated even after having received actuals from an Invoice (Doc ID 2240765.1)

ACTUAL BEHAVIOR
---------------
LCM Estimated Cost Inexplicably Changes

Noticed an example recently where the estimated value on an LCM shipment more than doubled. After looking into it further, it looks like in the latest adjustment on the records is now combining the estimated amount and the billed amount.

This is showing up for the estimated amount as well as the actual amount, so our numbers are off in other places where we use these values.

Expect LCM Estimated cost to be correct

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Create PO                                                      
2.Create receipt for the PO                                      
3.Submit Landed cost integration manager                          
4.Submit Shipments Interface Import.                              
5.Estimated Landed Cost (ELC) is generated successfully                                  
  5.1) User create a charge invoice matched to a shipment line;    
       - run matches interface import and Submit shipment              
         ELC remains same and Actual Landed Cost(ALC) is computed properly.                  
  5.2) User create another charge invoice, for the same cost      
       factor, matched to the same shipment line;                          
       - run matches interface import and Submit shipment
