Symptoms

When running the PQP_SCOTLAND_DERIVE_APP function for an employee that has less than 12 weeks Full pay the APP value returned appears to be incorrect.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Login under UK HRMS Manager responsibility
2. Run quickpay for employee in this scenario
3. See results of APP amount
