Library update errors's out with the  'Access to the patchy is denied'

In the OdDev.log following error can be seen "ERROR System.IO.IOException: Access to the path C:\Users\<User>\AppData\Local\UPDev\D\Content\W\5dae481496584530ac9914d6279027d3' is denied'
