Not Able To Upload SCORM Courses From EBS To Weblogic Content Server.

Symptoms
When trying to upload content from the EBS application we are getting the following error.
ERROR
-----------------------
Couldn't commit to database. Nothing will be imported. Content server is not running
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Learning Management Administrator.
2. Content Administrator
3. Select Folder, click details.
4. Import content.
5. Select SCORM 1.2, and destination content server.
6. Complete process import content and the error is reported. No learning Object is created or file created at the content server.
