What To Do When The Submit For Approval Button Is Greyed Out

The "SUBMIT FOR APPROVAL" menu option is greyed out (inactive) in the Service Contracts Authoring form when using a custom responsibility. This may have occurred after applying some patches or upgrading the instance.
