Performance Issue with Suggested Buyer Field in CLM iProcurement (Doc ID 2242386.1)

Symptoms

In Oracle iProcurement with Oracle Contract Lifecycle Management (CLM) enabled, Release 12.2.3, users are reporting performance related issues in CLM iProcurement, when attempting to populate or open the list of values (LOV) for the Suggested Buyer field in iProcurement, on the Checkout: Requisition Information page.

If the user's last name is known and entered (example: %MASON%) and hit tab (or click the LOV icon), the field will take 1-2 minutes to populate. Other fields in CLM iProcurement populate in seconds.
It is expected that the Suggested Buyer field usage will not cause a performance issue.


Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications, using a CLM iProcurement responsibility.
2. Add an item to cart.
3. Proceed to checkout.
4. On the Checkout: Requisition Information page (Step 1 of 3), click in the Suggested Buyer field.
5. Enter any value beginning with the wildcard character "%" and then either tab out of the field or click the LOV icon.. There is a delay of 1-2 minutes at this point.
