R12 E-Business Suite New Profile 'WF: Disable Reassign to Submitter' Functionality And Usage Regarding Message '3215: Reassigning The Notification Back To The Sender Or The Owner Of The Workflow Item Is Not Allowed' (Doc ID 2242467.1)

On R12 the new profile "WF: Disable Reassign to Submitter" is delivered through the following defects and the associated patches:

12.1:

<Bug 24294590> - PO / REQUISITION APPROVAL: CANNOT DELEGATE TO SUBORDINATE.

12.2:

<Bug 24621637> - 1OFF:12.2.4:RECEIVING ERROR 3215 SO CANNOT REASSIGN NOTIFICATION BACK TO SENDER OR OWNER

When it is set at Application Level, there are inconsistent results.

Sometimes the approval back to the Submitter is allowed (which is incorrect since profile is set to Yes), and other times the profile works correctly.

To reproduce the issue where the Application Level setting of the profile does not work (Note: the problem occurs for multiple Applications (not only Purchasing or iProcurement)):

1. Set "WF: Disable Reassign to Submitter" = Yes at Application Level for both Purchasing and iProcurement.
2. Create a Requisition and submit it for approval to an approver.
3. The approver opens the "Workflow User Web Applications" responsibility and the Advanced Worklist, and can then Reassign / Delegate back to the user that submitted the Requisition.

If the exact same steps are followed above, when the approver opens the notification via iProcurement > Requisitions > Notifications the following error is displayed which correctly disallows the Delegation of the Req back to the submitter:

 

NOTE: The Error is the intended functionality if the profile option WF: DISABLE REASSIGN TO SUBMITTER=YES at Application Level, and the Approver or Sender attempts to direct the Workflow back to the Submitter where both users (Approver and Sender) are within the same the Application/Product. (ex: GL). 

 

Changes

Applied either of the following patches:
