On : Release 12.x version, Bid/Quote creation

ACTUAL BEHAVIOR
---------------
When adding an approver to a RFQ the default approver does not receive an approval notification

When adding an approver to a Sourcing RFQ the default approver does not receive an approval notification.
Therefore, the default (supervisor) approver can not approve the RFQ. However, an active notification can be
found via the Workflow Status Monitor.

EXPECTED BEHAVIOR
-----------------------
Approver should receive the email notification for approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sourcing > Negotiations > Create RFQ
2. Submit RFQ for approval
3. Notification sent to worklist for RFQ approval
4. 1st approver approves the RFQ
5. 2nd Approver does not recieve the notification
