Unable To Add Order Lines To A New Ship Set

On : 12.2.4 version, Transaction Entry in test and production

Users are unable to add order lines to a new ship set. When new order lines are added to the sales order, the new ship set number is not getting assigned.

Expect the new order lines will default a new shipset.

The issue can be reproduced at will with the following steps:
1.) Enter sales order and lines. Place lines in a shipset.
2.) Book order.
3.) Re-query order and add new lines. Expect a new shipset on the new lines.

The issue has the following business impact:
Due to this issue, users are not seeing expected functionality.
