Log into Mobile Application Using Indirect Responsibilities Get Error You Do Not Have Access to Use This Mobile Application (Doc ID 2243214.1)

Symptoms

Using an Indirect Responsibility, while attempting to log into Mobile Application, the following error occurs:

"You do not have access to use this mobile application. Please contact your System Administrator"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a user and assigned a responsibility under Direct Responsibility.
2. Login to iProcurement/Purchasing Mobile Apps and login is successfully
3. Assign the Direct Responsibility as Indirect Responsibility to same user
4. When user log in the iProcurement/Purchasing Mobile Apps the following error occur:

" You do not have access to use this mobile application. Please contact your System Administrator"
