BI Publisher Login Fails With Error Login Failed, Please Retry

Information in this document applies to any platform.
On : 10.1.3.2.1 version BI Publisher, Production environment.
When attempting to login to BI Publisher page, the following error occurs.
Login failed, please retry.
The issue can be reproduced at will with the following steps:
1. Type BI Publisher URL in browser.
2. Login page rendered.
3. Input login credentials.
4. Above mentioned error appears.
