Delete Next Change Event on the Person Form is not Picked up by the Retro-Notifications Report (Enhanced) (Doc ID 2244219.1)

Symptoms

User created a Descriptive Flexfield (DFF) on the Person Form, which holds a value being used by a skip rule fast formula to skip the elements like Basic or Regular salary so that the elements are not processed in Payroll run.  Later, when the value is removed retroactively, the Retropay process should detect this change and make payment for the period skipped.  

STEPS

The issue can be reproduced at will with the following steps:
1. HRMS Manager --> People > Enter and Maintain
2. Update People DFF with value and run payroll.  Elements would not be processed
4. Later, delete the DFF value and run Retro-Notifications Report (Enhanced) - PDF.  Changes are not captured
