PR For Which RFQ Is Created And Published Can Be Cancelled

Goal
After creating a Purchase Requisition (PR), Approved it and sourcing RFQ was created from the PR and then published.
The system still allows to cancel the PR (there is only a warning given when the user tries to cancel PR which can be overriden by the preparer).
If cancelled, the RFQ still remains active with the link to PR (Though when you click on the PR it shows its cancelled).
Is this an intended functionality of the application?
