Attempting to register E-Business Suite with Oracle Access Manager fails with the below error:
OAM-30001 Invalid user credentials. Registration failed. Try again after providing valid credentials.

The issue can be reproduced at will with the following steps:
1. run txkrun.pl -script=SetOAMReg -registeroam=yes.
2. Enter OAM details
The issue has the following business impact:
Due to the issue, the integration with Access Manager cannot be completed.
