When attempting to create locators using the API "INV_LOC_WMS_PUB.CREATE_LOCATOR"

 "This locator is present in another subinventory"

The issue can be reproduced at will with the following steps:
1. Call the API "INV_LOC_WMS_PUB.CREATE_LOCATOR"
