Goal

On : 12.2.4 version, Indefinite Delivery Vehicle (IDV)

Order Header Against IDV Can Be Outside Award Start and End Dates

Orders that are referencing an IDV can have an effective date that does not fall within the referenced IDV's Award Start and End Date values.
This is allowing users to create orders against an IDV that do not fall within the specified order period.

Why is it that the effective date of the order is referring back to the line level dates for validation?
Should this validation occur at the header, as the start and end date fields at the idv line level are not required?
