R12: Project Status Inquiry (PSI) Labor Hours Does Not Account For Invoice Hours (Doc ID 2247277.1)

Goal

Currently Project Status Inquiry (PSI) roles up only hours submitted via Time and Labor. These hours are categorized as Labor.
Contractor hours have also been accumulated via AP invoices. These hours are categorized as Non-labor.

Should Project Status Inquiry pull in all "Hours" or only ones with expenditure_type ST and OT?

Currently invoice hours have an expenditure type of "Hourly Installation Contractor" which users would like to see role into the PSI column ITD - Act Hrs.
