Some Contracts in Terminated Status are not Displaying the "Open for Update" Button (Doc ID 2247713.1)

Symptoms

Some Service Contracts which are in Terminated Status do not have the "Open for Update" option. However, other contracts with the same status are displaying the "Open for Update" button.

Steps
1. Use the Service Contract Manager responsibility.
2. Open a Terminated Service Agreement.
3. Find the "Open for Update" button is not available.
