After Applying R12.1.3 RPC5, Responsibility Links On Home Page Do Not Work With IE11 (Doc ID 2248127.1)

Symptoms

After applying R12.1.3 RPC5 as directed by <Note 2152266.1>, links on the Navigator on the R12 Home page do not work with IE 11.

When users click on any Responsibility, the link does not explode into subordinate links. Note that the links on the Navigator work normally when  connected to the patched instance with Firefox ESR 45.4.0.
