First time opening NIR / ECO takes about 60 seconds and about 50 seconds there after.
Performance should be consistent and perhaps lower. Sometimes it takes over 3-4 mins.
The issue can be reproduced at will with the following steps:
1. Navigate to Development Manager Responsibility
2. Change Simple Search -> Query for any Change Order
Results like the following may be seen in the trace log as the high cost query:
