NIR Link And UI Navigation Is Taking Longer Time To Open Including Search On Change Simple Search Page (Doc ID 2248374.1)

Symptoms

Actual Behavior
First time opening NIR / ECO takes about 60 seconds and about 50 seconds there after.

Expected Behavior
Performance should be consistent and perhaps lower. Sometimes it takes over 3-4 mins.

Steps
The issue can be reproduced at will with the following steps:
1. Navigate to Development Manager Responsibility
2. Change Simple Search -> Query for any Change Order

Results like the following may be seen in the trace log as the high cost query:
