Error 150 "Plan Not Found" While Viewing ATP Information In IStore (Doc ID 2248392.1)

Symptoms

On Prod and Test:  12.1.3 version, Shopping Cart Related

ACTUAL BEHAVIOR  
---------------
When viewing ATP from iStore, it shows "Error 150: Plan not found. ATP is calculated using collected data."

EXPECTED BEHAVIOR
-----------------------
Instead of showing the error which is of no value to the external iStore user, iStore should show ATP info using collected data just like OM does.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to iStore
2. Add item to cart
3. From the cart actions drop-down, select "Item Availability" and click "Go"
4. Receive error
5. Login to EBS with Order Management resp
6. Create a sales order using the similar info as iStore customer/cart lines etc
7. Check ATP and see it displays above message as a warning message and it displays ATP info using collected data since plan was not available.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot check item availability info before they place order.
