Withholding Certificates for Argentina were not created for all payments with withholding taxes.

Expect to have the certificates generated.


The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Payables - Argentina localization
2. Path: Other -> Requests -> Run
3. Run the Argentine Payables Withholding Certificate ( JLARPCWT)

Withholding Certificates for Argentina were not created for all payments with withholding taxes.

For same suppliers, some payments create withholding certificates and other payments do not create their corresponding withholding certificates.
Querying in withholding certificates tables, no data was found for some payments where withholding taxes were created.

NOTE: More over, in most cases withholding certificates are created, but in some cases withholding certificate is missing and no data was created in table jl_ar_ap_awt_certif_all.

The issue is intermittent.

WORKAROUND: Generate manual certificates.
Not feasible.

The withholding taxes are successfully calculated.
The issue is only in the report.

The issue has the following business impact:
Generate withholding certificates is a legal requirement. Not complying with legal requirements generate fines.
