Emails Are Not Coming Into Email Center (Doc ID 2248947.1)

Symptoms


Email messages are not being received into our emails queues in Email Center. The Download Processor is not starting up successfully. There seems to be an issue with the Concurrent Processing tier where the concurrent jobs do complete normally but the status is not changing.

The issue can be reproduced at will with the following steps:
(R) Email Center Administration
(N) Administration > Monitoring > Download Processor

There is an X under the Status columns
