On : 12.1.3 version, GST (Future Use)

ACTUAL BEHAVIOR
---------------
When user is creating prepayment invoice and is navigating to India Tax Details window, he finds that Tax Category is appearing but Tax Rate is not appearing.

EXPECTED BEHAVIOR
-----------------------
When user is creating prepayment invoice and is navigating to India Tax Details window, Tax Rate should be appearing along with tax category details as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create prepayment invoice.
2) Provide line and distribution details.
3) Go to India Tax Details window.
4) Find that only tax category is appearing, but tax rate details is not appearing.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete GST testing.
