PTO Components Do Not Display in Installed Base.

When processing a Sales Order with an ATO configuration, the components are not updating Install Base until the Top Model (Parent) is completed.


Expect the component to feed to Install Base when completed as they did in 11i.

The issue can be reproduced at will with the following steps:

1. Create a Sales Order with an ATO item that includes software items

2. Book the order

3. Complete the lines for the software options (children)

4. Check the workflow for the lines and observe that the Update Install Base Node is successfully completed

5. Observe that the software components are not updated to install Base until the Parent Line is closed in Order Management
