Symptoms
On : 12.2.4 version,
When audit level for soa-infra is set to OFF, ISG is no longer working and below error is seen in SOA Suite log:

STEPS

The issue can be reproduced at will with the following steps:
Login:EM ->SOA infrastructure Home->Common Properties
Disable the audit
It errors with : ORA-00001: unique constraint (APPLSYS.FND_SOA_REQUEST_UK1) violated in the
Once the audit is enabled there are no errors noticed.
Note : In either cases with or without audit enabled the response returned is fine, but the soa log shows the unique constraint error in case the audit is disabled.
WORKAROUND
------------------------
Set audit level for soa-infra to ON.
However this workaround is not satisfying as it severely affects performance
