"XML Parsing Error: not well-formed" Generated trying to Export Data from OTM that Contains the '&' Symbol

Symptoms
When the '&' symbol is used in a field, like the location name, agent description and many others in OTM, the data will no longer be able to be exported to the UI using the CSV Export feature.
The following in an example of the typical error that would be generated.
