'Interface Install Base Lines' Concurrent Program Performance Issue (Doc ID 2250604.1)

'Interface Install Base Lines' (CSICOFLPB) concurrent program has a performance issue.
It typically runs for over 2 hours, and is causing a significant number of locks.

Many workflow notification errors were sent to SYSADMIN user with the following error: "Error In Workflow OKSWARWF/OKS-101623 3205: 'CONMGR'
Is Not A Valid Role Or User Name"

Profile Option 'OKS: Enable Install Base Integration' Notifications if set to Yes. It sends the notification to the user provided in the profile 'OKS: Notify User of
Install Base Integration Notifications'.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigation: Oracle Install Base Admin > Others > Requests > Single Request > Interface Install base Lines
2. The program runs and completes normally, however, it typically runs for over 2 hours and it causes a lot of locks.

Due to this issue, the locks prevent users of the Service module from entering new service requests.
