Failure of Server Apache Bridge Error While Adding Tax Classification Code to an Approved Purchase Order

Information in this document applies to any platform.
While attempting to add tax classification code to an Approved Purchase Order, the following error occurs:
Failure of server APACHE bridge
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
The debug log messages shows the following error:
Your updates were saved, but tax recalculation failed. Please contact your tax manager.
OAF LOG: Event : Check Errors, in: oracle.apps.fnd.framework.webui.OAPageErrorHandler: Exception: Your updates were saved, but tax recalculation failed. Please contact your tax manager. ,In VO: null
The issue can be reproduced at will with the following steps:
1. Using a Purchasing responsibility, navigate to Purchase Orders form
2. Open an Approved PO , navigate to Manage Tax
3. Add tax details - save-> error occurs
